Shopkeeper's Quick Profit

Assam University, Silchar is a sprawling and a lively campus where you will find young students hanging out in almost every food joints. Two such popular shops in the campus is almost surrounded by a large group of students who come to the shop to grab a quick bite and to purchase eatable items. But whenever the shopkeepers are unable to return the students a nominal balance amount after their purchase, they were forced to buy something within that nominal amount against their wishes. The innocent students are unable to argue with those greedy shopkeepers but have to buy the items. In many cases it is shown that if a student buys a product for Rs 5, gives a Rs 10 note to the shopkeeper with a hope to get Rs 5 in return. The shopkeeper tells them to buy some other product which is equal to the value of Rs 5 because the shopkeeper tells them that he do not have Rs 5 note to give to the students. This is the daily incident occurs where almost every students faces this problem. The shopkeepers take undue advantage upon the students to accomplish their own selfish profits. Do u thing this should be curbed in any way  possible??
